I: I live in Belarus (BY). Two weeks ago I have bought BO2 through STEAM. I have version 14548: Call of Duty - Black Ops II Pre-Order.
I: My friend lives in Russia (RU). Recently he has bought BO2 through STEAM. He has version 17248: Call of Duty - Black Ops II Pre-Order (RU).
I: 1. Whether we can play together?
I: 2. Whether I can to play with my friends from the USA and the Western Europe?
SUPPORT: You shouldn't have any problems with playing with your friends, there is nothing that I am aware of that would prevent it. I really can't make any promises until the game is out and we know more about matchmaking, but it hasn't been an issue before.
I: The Russian version is restricted
SUPPORT: Usually those restrictions are just for campaign content, but I can't say for sure yet, sorry Yuri.

SUPPORT: We have no reason to make those kind of restrictions, if we do place them it is because the government makes us do so in order to release it in that country. Ther is a similar situation in Germany. All I can suggest is to send your complaints to the legal department:

I: I ordered the game through Steam. My version is full or there is a Russian?
SUPPORT: I really can't say for sure, you would need to contact Steam about that.

SUPPORT: I'm sorry but we don't have any information about region limitations for that game yet, and we likely won't until the game is released, or maybe a few days before.
